My client is an offshore helicopter operator and maintenance organization using Agusta Westland AW139, AW169 and AW189. They serve some of the major players in the oil and gas industry across multiple countries including, Namibia, Gabon, Equatorial Guinea, Congo, and Mauritania.
For their team they are looking for an experienced CAMO manager to lead the department. Our fleet exists of AW139-AW169-AW189, who will be based in Malpensa area, Italy.

The continuing airworthiness manager shall establish, implement and manage engineering policies and procedures to provide Company with technical and maintenance services able to support the commercial operations. He shall ensure the continued airworthiness, reliability and economic use of the Company fleet. He shall ensure compliance with EASA PART CAMO, EU safety regulations, IOGP requirement, all ENAC requirements and requirements of countries of our bases of operations. The continuing airworthiness manager is responsible for aircraft maintenance planning and checking in a timely and effective manner. He agrees and manages all technical, engineering and maintenance activities within an agreed expenditure budget.
The CAMO manager is appointed by the Accountable Manager and reports directly to him and to the Technical Director. He has thorough knowledge of the aircraft types operated and the maintenance methods applied under the Company’s certifications. As Nominated Manager he has a profound technical background with the respective qualification (e.g. engineering degree). He must be thoroughly familiar with the Company’s Maintenance Management Exposition (CAME) and he is accepted by the Authority.

Main Responsibilities

  1. establishment and development of continuing airworthiness policy, including the approval of the client maintenance programmes;
  2. analysis of the effectiveness of the Maintenance Programme;
  3. the relationship with the Part-145 maintenance contractor(s) and establishment of a Maintenance Contract;
  4. ensuring that the Quality System is effective in its application and any follow up actions required to address findings;
  5. approval, by ENAC of company’s Technical Log including any subsequent amendment thereto;
  6. ensuring that company technical records are kept as required;
  7. work planning and follow up;
  8. Manage modifications and repairs: When modifications or repairs need to be made to the aircraft, the airworthiness manager evaluates the impact of these changes on the airworthiness of the aircraft. He ensures that all the necessary authorizations are obtained and that the modifications are carried out in accordance with the regulations in force.
  9. Keeping up with changing regulations: The airworthiness manager must stay up to date on national and international airworthiness regulations. He must ensure that the aircraft is in compliance with the latest safety standards and make the necessary changes when new regulations are introduced.
  10. Pilots of company where necessary and appropriate, are duly trained by the contracted Part-145 maintenance organization and authorised by CAMO to issue Certificates of Release to Service,
  11. ensure that a/c are maintained in an airworthy condition so that the Certificate of Airworthiness for each aircraft operated or managed by the Company remains valid in respect of;
    • the airworthiness of the aircraft;
    • the expiry date specified on the Certificate;
    • any other condition specified in the Certificate;
  12. Reporting any occurrences of a maintenance nature to ENAC and the aircraft manufacturers. This includes both Mandatory Occurrences and occurrences related to maintenance findings, which fall outside the Mandatory scheme.
  13. The amendment and control of this Continuing Airworthiness Management Exposition.
  14. Review and implementation, as appropriate, of any additional ENAC national requirements.
  15. Ensure that any operational and emergency equipment fitted is correctly installed and serviceable or clearly identified as unserviceable
  16. ensure that all maintenance is carried out in accordance with the approved maintenance programme and released in accordance with Part-M/Part-CAMO;
  17. ensure that all applicable airworthiness directives and operational directives with a continuing airworthiness impact, are applied,
  18. ensure that all defects discovered during scheduled maintenance or reported are corrected by an appropriately approved maintenance organization,
  19. ensure that the aircraft is taken to an appropriately approved maintenance organization whenever necessary,
  20. coordinate scheduled maintenance, the application of airworthiness directives, the replacement of service life limited parts, and component inspection to ensure the work is carried out properly,
  21. ensure that the mass and balance statement reflect the current status of the aircraft and deliver to the pilot-in-command, or to the operator in the case of air carriers licensed in accordance with Regulation (EC) No 1008/2008, the mass and balance statement reflecting the current configuration of the aircraft;
  22. manage performance of maintenance check flights, when necessary;
  23. ensure that any person or organization performing maintenance is responsible for the tasks performed;
  24. ensure that when the aircraft is leased, the responsibilities of the owner are transferred to the lessee if:
    • the lessee is stipulated on the registration document; or
    • detailed in the leasing contract.
  25. These responsibilities may vary depending on the aircraft operator, the size of the fleet and the specific regulations applicable in each country.
  26. Schedule an ADs and SBs monthly review meeting with the Part145, Quality and Compliance Department, and Logistics Department to coordinate the assessment of recently released publications. Compile a report for record and communication to the shareholders. The report should include a detailed explanation and cost analysis.

QUALIFICATIONS

  • Aeronautical background;
  • Understanding of EASA regulation and standards that apply to aircraft operations and maintenance;
  • Previous experience in CAMO environment;
  • Leonardo Helicopters knowledge;
  • Availability to work out of the standard weekly time (week-ends and/or holidays period);
  • Availability to travel for work purposes.
